At early stages of the project the cost of change is low and impact of those changes is high - you could change many things with low cost and disruption.
This changes in the latter stages where even the smallest changes cost more and can cause a lot of disruption - Multiple trades have already signed off and the solutions available to fix the problem are now also limited.
